For LJ's 64damn_prompts' prompt 'lull and storm'

England once describes that his and Spain's relationship is one of 'lulls' and 'storms'.

The lull is when Spain kisses him and smiles a million adorations, tells him he loves him and that he'll never, ever let him go. The storm is when England sneers and jerks away, hisses a million detestations, tells him he hates him and that he'll never, ever go back. The lull is when Spain laughs and the storm is when Spain tells England he'll take him back with force if need be, and the lull is when England goes mute, and the storm is when he laughs.

It isn't a happy lull, no, not like the ones of long summer days, even under the duress of dislike, where they sat and talked and felt some comfort in being nations and not being alone in that; it isn't a happy lull, no, not like the ones of short winter nights, with held hands and withheld words, tongues subdued by Christmas kisses and the childish tradition of mistletoe and decorating trees.

But it's a lull in a storm, and the storm always subsides with every lull, leaving a bitter tide and an even more bitter beach. England smiles in victory, Spain vows to try harder, and both share a bittersweet kiss under the dry light of an oil lamp and never speak of it except to strike like vipers and to aim to hurt, not kill.
