“I love you.”
He had refused to believe it.
So Spain courted him, subtly at first and then boldly, showing up with flowers and presenting them in front of the court, where it would be rude not to accept the (no matter how bad of terms they were on).
He grew to love the man as well – in a more twisted, darker sense. England loved to hear Spain cry, loved to hear him yowl in pain, loved to know that he was inflicting damage on an invincible Empire.

And Spain refused to believe it, because if England loved him, he wouldn't torture him.
